Max is the column a training plan has no room for, and it is the one that decides what the sponsor can be told.

Every corporate training programme template is the same table: name, topic, delivery method, date, status. The better guides add that the evaluation belongs in the design rather than after it, and the federal guide for assessing training effort asks for agreement up front on what success is and how it will be measured. Both are right, and both then hand over a blank grid with one row per level. Neither asks the question that decides what the readout can say, so this pack asks it per competency and does the arithmetic.

Barrowdale Logistics, a regional third-party logistics operator, is running Inbound Operations Team Lead to 34 team leads in three cohorts. 14 competencies came out of the job task analysis, nine modules were built, 755 contact minutes were scheduled. 660 of those minutes reach a competency on the register and 95 do not. 3 competencies have no module at all, and one of the three is rated 5 of 5 for criticality.

Then the third join. The plan promised 43 levels across the register, 32 are achievable and 28 are supported today. Level 4 was promised on 6 competencies and 3 can carry it, because a dock turn time names an appointment and a damage rate names a site. 11 of the 15 lost levels need a systems change; the other 4 need a reading pulled before day one. Where an expert is the only source of the content itself, start with the interview.

Dock turn time and claim recovery rate are good business measures. Neither carries a name, so neither can say anything about a person who sat in a room.

How to use it

    Send the register, not a topic list

    The job task analysis output with its ratings, the module list with timings, and the existing materials. A competency list written in a meeting is the thing this avoids.

    Answer the systems question

    For each competency, what report exists, which system it comes from, and whether it names the individual or only a site, a shift, a claim or an appointment.

    Read the two gap columns apart

    Capped by a system and at risk until day one look identical in a status meeting and cost completely different things. Only one of them has a deadline.

Is this template free?

What format are the downloaded files?

Word documents (.docx) for the design, the plan, the facilitator guide, the workbook, the deck content and the method explainer, and CSV (.csv) for the three sheets, zipped together. They open in Word, Pages, Google Docs, Excel, Numbers and Sheets. In River the same content opens as live Docs and Sheets.

Do I need a job task analysis first?

It works much better with one, and the pack says so rather than quietly proceeding. Designing modules against a competency list somebody wrote in a meeting is the failure this space exists to catch. Run the analysis first if you have not, and note that a competency is not a learning outcome, so outcomes are a different artifact.

Is the four-level model not dated?

The criticism is fair and it is about how the levels get used rather than whether they name real things. The federal training evaluation field guide lists considering evaluation only after the initiative is under way as a pitfall. Any other scheme joins the same way, including standards against dated evidence.

What if the measure names a site rather than a person?

Then the level is capped there and the sheet records which grain the data carries. This is the column that quietly decides most level 3 and level 4 claims. The row then reports at level 2 on an exercise marked against a stated standard, and the sponsor is told which rows moved.

Can it produce the actual slide deck?

It produces the content of every slide, slide by slide, with the assertion and the facilitator note. It does not render a PowerPoint or Keynote file and the pack says so on the document itself. Build the deck in whatever your organisation uses and keep the document as the source.

Delivery starts next week. Is it too late?

Partly, and the pack will tell you which part. Anything needing a reading from before delivery is recoverable right up to the first cohort and never afterwards, which is why the baseline rows carry a date. Federal agencies must evaluate training annually against mission accomplishment, and a missed window makes that impossible for a year.
