Volunteer Hours Tracking Template

Four documents and three sheets that value each volunteer's hours at the rate the regulation names, not one flat number for every role.

Search for a volunteer hours template and every result runs the same arithmetic: add up total hours, multiply by Independent Sector's national value of a volunteer hour, currently $36.14, and print the result as the programme's worth. That number is fine for a newsletter mention. It is not what FASB asks when deciding whether a contribution can be booked as revenue, and it is not what a federal award's own match rules require either. No result on page one prices a single hour against both of those questions before it runs a rate.

This pack prices every role twice before it prices an hour. ASC 958-605-25-16 recognizes a contribution as revenue only if the work needs a specialized skill the volunteer actually holds, one the organisation would otherwise have paid for. 2 CFR 200.306(e) asks a different question: skilled and unskilled labor can both count toward a federal award's match, but only at a rate tied to the organisation's own pay scale, or, absent that, the local labor market, plus fringe. A nurse's hour and a receptionist's hour sit on different bases, and neither is the blanket rate.

231 of 235 hours logged this quarter are worth $9,289.68 once every hour is priced against its own role. The same 235 hours at the blanket rate total $8,492.90, understating the real figure by $796.78, because it undervalues a nurse, a diabetes educator and an accountant by more than it overvalues two unskilled roles. It also never catches the four hours a nurse logged during the 21 days her license had lapsed, hours the Volunteer Protection Act's own liability shield does not cover.

V-02's licence lapsed for 21 days between a renewal deadline and the paperwork clearing, and she worked one screening shift squarely inside that gap. That is not a rate problem. She did not possess a current licence on the day she worked those hours, which fails the specialized-skill test outright and is also the exact fact pattern the Volunteer Protection Act's own liability shield excludes.

The blanket rate is wrong in both directions at once: it undervalues the nurse, the educator and the accountant by more than it overvalues the two unskilled roles, and it never catches the four hours that should not be counted at all.

Frequently asked questions

Why not just use Independent Sector's value of a volunteer hour?

It is a real, useful national average for a general audience, and it is not role-matched, so it answers neither question that actually governs a specific hour. FASB asks about specialized skill and GAAP recognition; a federal award asks about a rate consistent with similar paid work. A blanket rate was never built to answer either.

Does a volunteer's hour need a specialized skill to count toward a grant's match?

No, and that is a common confusion this pack exists to end. 2 CFR 200.306(e) lets skilled and unskilled labor count toward match alike, provided the rate is consistent with what the organisation pays for similar work or, absent that, the local labor market, with fringe added either way.

What happens to hours logged after a license or certification lapses?

They are excluded, not revalued down. The specialized-skill test requires the volunteer to actually possess the skill on the day the hour was worked, and a lapsed license means they did not. It is also the exact gap the Volunteer Protection Act's liability shield does not cover for a licensed activity.

Where does the fringe percentage on each rate come from?

Cedar Line Community Health's own documented ratio of benefits, payroll taxes and pension to salaries, 29.0%, the same figures the Form 990 preparation pack already ties to its functional expense allocation. One sourced number, applied the same way to every role, rather than a different guess per volunteer.

Can a receptionist's hours ever be booked as in-kind revenue?

No, regardless of the dollar value behind them. ASC 958-605-25-16 recognizes contributed services only when they require a specialized skill the general public does not have, and general clerical or event-support work does not clear that bar no matter how essential it is to the event.

How does the valid total reach the financial statements and the budget?

The 109 hours that clear the specialized-skill test become real in-kind revenue on the statements a board financial report produces. Form 990 itself only asks for a headcount, not a value, which is separate. A specialised role covering many hours is also worth flagging to a full-cost programme budget as a staffing gap.

Should the board see this valuation?

Yes, at least the totals and the flags, not the register itself. A board packet is where a licence lapsed on hours already logged stops being a filing-cabinet fact and becomes a governance decision: what to disclose, and to whom. Save the full Volunteer Register for the finance committee or the programme director.
