Most legislative and regulatory trackers give a bill and a proposed rule the same single column for what happens next: a date. A missed committee hearing on a bill almost always reschedules for a later session day. A missed comment deadline on a proposed rule commonly does not. Agencies typically accept a late-filed comment only "to the extent practicable," at their own discretion, not as a right. Notice-and-comment rulemaking is the public's one statutory opportunity to weigh in before a rule is finalized, and one undifferentiated date column is how that window ends up missed.
