A downloadable HR policy library is a stack of generic documents with a note to review each one with local counsel. How is this different from a normal HR policy template library?
A normal library ships generic policy text with a note to review it with local counsel, which is correct but leaves the actual jurisdiction question undone. This pack checks every state-triggered policy against every state your employees actually work in, and tells you exactly which combination is missing.
What does a Jurisdiction Matrix cell actually say?
One of four things, never left blank: drafted, meaning the category is required and the text exists; a gap, meaning it is required and does not. Not applicable is a stated fact about the law, and pending legal review is a genuinely open scope question routed to counsel rather than resolved by a guess.
What happens when we hire into a state we have never had anyone in?
The matrix regenerates the same day the roster changes and checks every state-triggered category against the new state at once. In the worked example, one Illinois hire produced two confirmed gaps and one open question, both gaps closed twelve days before her start date rather than after it.
Does the matrix decide open legal questions for us?
No. Where an obligation's scope turns on a genuine open question, usually a headcount or work-arrangement threshold, the matrix names the specific question and routes it to counsel rather than marking the cell drafted or a gap to look finished. An unresolved question stays visibly open.
What format are the downloaded files?
