Every proposal outline in circulation is a list of sections with a suggested page length attached, and that suggestion was written without knowing which funder you are applying to. A federal notice has to publish the relative percentages or weights used to distinguish its criteria alongside its limitations on page numbers. So the pages available per criterion are arithmetic rather than judgement: the narrative limit multiplied by that criterion's weight. Almost nobody computes it.
Criterion to Narrative Map is the sheet that does the work. One row per published criterion and sub-criterion, in the notice's order, carrying its weight, its target pages, the pages the draft actually spends, and the points per page that ratio implies. Points per page is the column that turns an argument about writing into arithmetic, because a section at 2.0 points per page sitting next to one at 7.5 is a misallocation nobody has to have an opinion about.
In the worked example a 25-page limit and five weighted criteria produce a draft exactly on the limit and badly allocated inside it. Need takes 7.50 pages for 15 points, at 2.0 points per page. Evaluation takes 2.00 pages for the same 15 points, at 7.5. Reallocation releases 4.25 pages and owes exactly 4.25. The same pass finds three sub-criteria with no paragraph anywhere, which is the gap a declination review finds a year too late.

Send the notice
The full notice or RFP including every appendix, because the formatting rules and the attachment list are usually not in the main body with the narrative instructions. Where the funder screens with a letter of inquiry first, that goes out at its own converted length before any of this. A federal notice adds its own registration gate on top of the narrative, covered by the SF-424 application checklist.

Extract the four things that decide the shape
Every criterion with its weight, every limit with the section it comes from, the required heading sequence, and the attachment list with a currency window on each entry.

Target pages per criterion, then the pages a previous application actually spent, then points per page. The over-served and starved rows have to balance, because the limit is fixed.

Assemble in the notice's sequence under the notice's headings, then walk every sub-criterion and mark it answered specifically, generally, or not at all.
Frequently asked questions
What if the notice does not publish weights?
Then the page budget is scored against equal weights and the assumption is written into the map rather than hidden in it. Federal agencies have to include the Appendix I information in every funding opportunity they publish, so weights are usually there. Foundations vary, and a guidelines page that ranks its questions is enough to derive an ordering from.
My draft is already under the page limit. Is there a problem?
Being at or under the limit is the condition this finding shows up in, not an exception to it. The worked example sits exactly on 25 pages. Total pages tell you nothing about which criterion the pages went to, and a draft that fits is the one nobody re-examines, so the misallocation survives every review it goes through.
Does it write the proposal for me?
No, and that is deliberate. Funders are reporting a high volume of impersonal AI-written applications, and adding to it would damage the organisations this is meant to serve. It works from your real notice and your real programme material, and it assumes you already picked the funder with something like prospect research.
Why is the need statement always the section that is too long?
Because it is the easiest section to write and the most enjoyable to research. Public health data is free, the story is real, and the sentences come out well. Approach is the hardest, since it means naming who does what in which week. So effort drifts away from the criterion carrying 40 points and toward the one carrying 15.
What happens to the pages I cut?
They go into standing documents rather than into a deleted paragraph. The Need Statement and Organizational Capacity Section documents hold the argument at every length you have cut it to. A content library extends the same idea to every section, with its own review date on each block.
Does this cover the submission itself?
No. Portals block a submission when a document is mis-tagged and reject unsupported file types, and checking that is a separate job handled by the portal submission check. The budget attachment is its own exercise, since the funder's categories have to map to your accounts before anybody reports against them.
What happens when this grant comes up for renewal?
A renewal is a different document built from different material: what this proposal promised against what was actually delivered. The grant renewal and continuation pack picks up there, tracing each commitment's variance and its cause rather than writing a fresh needs case.
