A status column reads "3 of 3 delivered" as a clean win. The item-level check shows one of the three, protected focus time, moved by a single point: the calendar blocks exist and people report still being pulled into meetings anyway. That gap is invisible until the next survey re-asks the exact question and somebody compares the two numbers.

An engagement survey action plan template is usually a task tracker: focus area, action, owner, deadline, status. Delivered becomes the whole verdict, and nobody reopens the specific number that action was meant to move. Three in four HR executives say their organization has no clear path to action for each survey question (Seramount, "The Survey Trap"), and a plan that never reopens the item it targeted cannot tell whether that gap ever closed.

Is this template free?

How is this different from a normal action plan template?

A normal one tracks a task: focus area, action, owner, deadline, status. This pack points every commitment at one verbatim survey item and rechecks that exact item at the next round, so delivered and flat can both be true at once, which a status column alone never shows.

What counts as "moved"?

A change of at least 8 points between the baseline score recorded when the commitment was made and the score on the same item at the next round. Smaller shifts are treated as flat rather than as progress, because item-level noise this size is common between two single survey rounds.

What if a delivered commitment doesn't move its item?

That is reported as a finding, not hidden. In the worked example, protecting two no-meeting mornings was delivered in full and its item moved one point. The likely read is that the action addressed a symptom rather than what was actually driving the score, which is worth knowing before repeating the same fix elsewhere.

Why only three statuses?

Delivered, live or dropped. "In planning" eleven months after the commitment was made is dropped with better manners, and softer statuses are how a stalled commitment avoids ever being counted as one. A team can tell the difference between honesty and delay.

How does this connect to the engagement survey itself?

It reads directly from it. Every targeted item is copied verbatim from the engagement survey that produced the baseline score, and the free-text comments behind a low score are best read with comment synthesis before a commitment gets written against it.
