Why test a favorable variance as hard as an overage?
Because a large favorable number can sit on top of an unfilled hiring plan, which is not automatically good news. This pack's dollar-and-percent test runs in both directions for exactly that reason, which is how it catches a department whose total looks fine but whose cost per head is rising.
What is the coherence residual, exactly?
The gap between a department's actual people cost and what its own headcount gap alone would predict, using that department's own budgeted rate per head. A department whose headcount matched plan exactly will show a residual equal to its raw people-cost variance, since there is no gap left to explain it away.
How is this different from a quarterly business review deck?
A QBR deck template gives you a scorecard and a revenue bridge for the whole company, which this pack also produces at the department level. What it adds is the join a shared deck never makes: checking a department's own headcount against its own people cost before either counts as on plan.
Does this replace the monthly management report?
