Budget Review Meeting Agenda Template

Two documents and two sheets that flag a variance when it clears both a dollar and a percent threshold, then size its discussion time to match.

A widely used sixty-minute review agenda splits the hour into fixed phases, roughly fifteen minutes on results, twenty on variance analysis, fifteen on action planning, the same split every month whether that month produced one material variance or five. Other guidance tells owners to come prepared to discuss their numbers, which still means the room is where the explaining happens first, not where anything gets decided.

Thistledown Manufacturing, Inc., an illustrative manufacturer, reviewed June 2026 across five owners. Engineering and Operations closed within 3% of budget and got a roll-call line, nothing more. Sales, Marketing and G&A each crossed both an $8,000.00 and an 8% threshold against their own budget, over by $48,500.00, $29,800.00 and $21,400.00. Each got a written commentary request before the meeting, the same ownership and root-cause questions GFOA's budget-monitoring guidance names as elements a formal review needs.

Sales' answer closed the question before the meeting started: a pulled-forward order, timing, not the run rate. Marketing's and G&A's answers each raised something the group had to decide. The agenda gave Sales two minutes to acknowledge and split the remaining time 25 minutes to Marketing and 18 to G&A, by their own dollar variance rather than evenly. GFOA's materiality guidance points to the dual test governments already use to classify a major fund as the kind of combined threshold that a single rule of thumb, used on its own, cannot replace.

Engineering clears the $8,000 dollar test alone; Operations clears neither test. Both stay off the agenda as discussion items. The 6.45% company total is hiding three owner-level swings roughly double that rate.

Is this template free?

What counts as a material variance?

One that clears both a dollar threshold and a percentage threshold against its own budget, not either alone. That catches a large account whose small percentage move still crosses a big dollar number, and a small account whose big percentage move is a rounding error in dollars.

How is this different from a fixed meeting-agenda template?

A fixed agenda gives every phase the same slot every month. This one sizes each open decision's minutes to its own dollar variance, and a resolved variance gets an acknowledgment instead of a slot it does not need. What happens to a variance with no commentary yet?

It stays off the agenda as a discussion item and gets chased once before the meeting. Nobody explains it from memory in the room in place of a real answer, and it is listed as open with the specific question still attached.

Does every material variance get real discussion time?

No. A variance fully explained by commentary, a timing shift or a one-time event with nothing to decide, gets a brief acknowledgment. Only a variance whose commentary names an actual open decision draws from the meeting's decision-minute pool.

Can I change the $8,000 and 8% thresholds?

Yes. Those are the pack's defaults, not fixed values; state your own dollar and percentage cutoffs and the register flags against those instead. A quarterly review typically wants a higher dollar threshold than a monthly one.

What format are the downloaded files?
